Shogun Tanagowu Heigo is the current ruler of the Ushinawa Isles in the Shackles. He is a descendant of the samurai patriarch Tanagowu Useme who founded the Sublime Shogunate of Ushinawa nearly two centuries ago. The descendants of Useme have reigned these two centuries, though not without numerous challenges, as the arrogant and aggressive samurai offer their fealty only to the ruler who proves strongest. Heigo has faced no fewer than seven serious challengers since his uncle's death and his ascension to the throne in 4704 AR. Heigo himself killed his uncle in a duel still spoken of with admiration. All pirates who call the Ushinawa Isles their home pay a hefty tribute to the Shogun but otherwise the isles boast great independence.1
