The town of Zeibo was built by elven and half-elven citizens of the shogunate of Ushinawa Isles in the Shackles. Its wooden buildings are constructed around the thick trees of the isle in an almost organic fashion. Zeibo is known for the Petal Seminary, a small school for geisha that has also combined aspects of elven culture. The elegant school attracts bards from all over the Inner Sea region. The Petal Seminary's respected instructor is Kazumi Nanbatwa.1
