Gheber II was a satrap of Qadira during the Age of Enthronement. After earthquakes rocked the continent of Casmaron and even reached as far as Gheber II's home nation of Qadira, Gheber, a recent convert to the Cult of the Dawnflower, declared this proof of the neighbouring kingdom of Taldor's allegiance to evil deities. In 2920 AR, Gheber II petitioned the Padishah Emperor of the Empire of Kelesh for permission to go to war with Taldor but this request was denied, inadvertently beginning an era of relative peace.
