Born a commoner, Sebti the Crocodile has risen to head Wati's church of Pharasma. Her half brother, Neb-at, cares for the rare white crocodiles in the Golden Lake. She believes in the causes of the common people, which often puts her at odds with the city council. She was in charge of organizing the procedures to comply with the Ruby Prince's order to open the City of the Dead.123
