Budugan was the self-proclaimed first khan to rise to power among the Tian-La people of Hongal in the year -384 IC. He was a towering figure who claimed to be half-giant.12 Within five years Budugan's four envious brothers murdered him; Budugan's tribe refused to follow them and returned to isolation.2
