As of 7224 IC, Lady Sutarai-Gongen (pronounced soo-tah-rie gohn-gehn) is the de facto leader of the divided tengu nation of Kwanlai.

She is a powerful and influential half-celestial cleric of Hei Feng who rules partly as a spiritual leader and partly as the primary influencer of its ruling Seven-Fold Council. She has the allegiance of the five major tengu clans who control most of the Seven-Fold Council's voting power and resides in the capital city of Hisuikarasu.
