Todorokaze (pronounced toh-doh-roh-Kah-zeh)1 is one of the many cities that dot the tengu kingdom of Kwanlai. It is the only city in the Kimu Mountains and a throughpoint for travelers and caravans crossing the range, and also is home to Tian Xia's largest shrine to the tengu deity Hei Feng. Todorokaze is known for its volatile weather, which its structures harness through myriad use of lightning rods.2

The thieves' guild of Todorokaze is responsible for the Autumn of Iron Tears, a conflict with the thieves' guild of the city of Seidoyaji that escalated into a full-blown proxy war between the two cities.3
