The Council of Three is the ruling triumvirate of the Iobarian town of Evaren. Each member represents one of three means of rule: money, might, and magic, with magic currently represented by Councillor Pavla Trynar, widely regarded as the most powerful mage in all of Iobaria. The Council steadfastly maintains Evaren's independence, and settlers who choose to live in the town pay their allegiance solely to the council.
