Stasi, City of Vaults, is a city in the First World ruled by the mysterious masked coalition of fey lords known as the Unchanging, who employ magic to keep the city's perfect regularity. Its fortress-vaults are as secure as those on Axis, turning Stasi into the centre of banking in the First World. Due to the standard clauses that allow contracts to survive death, a few items have remained in the vaults for ages, forgotten by everyone but the Unchanging's accountants.
