The Council of Elect, or Council of the Elect, is the name given to the ruling bodies of the city-states that make up the catfolk city-state nation of Murraseth, including its sister cities of Frowiseth, Eserowaan, and Ulemsaleth. These democratic councils are normally made up of an eclectic mix of adventurers, spellcasters and diplomats, each of whom brings a unique perspective to the Council of Elect. On the rare occasions when a decision needs to be made urgently or the Council of Elect reaches a total impasse, then they turn to a Voice of the Council, a member with the ultimate power to reach a decision. The current Voice of the Council for Murraseth is a retired adventurer called Kassiel of the Five Trials.
