Eserowaan is one of the catfolk city-states that make up the greater catfolk nation of Murraseth (which, in reality is merely the largest of these city-states). Like its sister city-states of Murraseth, Frowiseth, and Ulemsaleth, Eserowaan is governed by a Council of Elect, a democratically elected body made up of a mix of adventurers, spellcasters, and diplomats.
