The Great Flood is an ageless, towering, serpentine beast and former spirit1 with nine humanoid heads each with its own independent personality. They are infamous for the total destruction they inflict on settlements they deem out of place.2

Purpose and personality

The Great Flood hibernates in the depths of the oceans for 12 years at a time, and emerges on the thirteenth, when they begin their deliberations and drown the lands judged out of place. They eradicate mortal settlements not out of bloodlust, but out of an obligation to maintain the balance of the universe. Their judgment has no precise criteria but settlements at odds with their natural surroundings are more likely to be judged negatively. They will often let the residents plead their case before passing judgment, but once they do make a decision, they can no longer be swayed.2

Each of the nine heads holds a different personality, and they often squabble with each other, but all arguments eventually end in compromise. The personalities of the heads are as follows: aloof, ambitious, assertive, capricious, people pleaser, perfectionist, playful, secretive, and suspicious.2

Abilities

The Great Flood can create a massive wave that floods a mile radius. They can also spread a unique deadly and contagious toxin, flood breath, which they use in extreme cases for particularly problematic settlements to prevent any survivors of the flood.2

Origin

The Great Flood was once a spirit before becoming mortal. While spirits each embody a singular aspect, mortals differ in that they carry nuances and contradictions that spirits do not. When transforming from spirit to mortal, the Great Flood, like other former spirits, took on the contradictions of being a mortal and became what they are now.1
