Royal Proclamation of the Draconic Banking

In 1941 AR, King Dahalvian of Taldor enacted the Royal Proclamation of the Draconic Banking.

It allows bronze dragons to set up banks and charge interest in the cities of Cassomir, Maheto, Oppara, and Zimar without having to pay taxes. As a result, bronze dragons are particularly common in Taldor.
