This is the structure of this category and its subcategories.

- Inhabitants of the planes (1)
I believe they should all be deleted as:
- All are empty
- Many are duplicated elsewhere
- Their retention may cause confusion and cause incorrect categorization in future
In order,
- Inhabitants by location: while potentially a good idea to make subcategories of the various types of location possible, this has not happened. Further, some types of location are at the same tier as this category, namely, nation, plane, settlement
- Inhabitants by city: this seems to duplicate/compete with Inhabitants by settlement which has 15 subcategories already including some cities. This category is, however, empty.
- Inhabitants by continent: this has no competitor but is empty and would it be worthwhile classifying nearly every existing inhabitant as Avistan? This category seems not to have caught on and could be removed. However, of the four categories under consideration here, this one has some merit as being able to see a list of, say, Arcadian inhabitants would have some value. If this category were to be kept, I'd consider moving it up one level to be consistent with other inhabitants' categories and possibly having Inhabitants by Nation as a subcategory of it. That would provide a logical flow up the category tree and immediately categorize people as Avistan without doing it individually.
- Inhabitants of the planes this is duplicated by Inhabitants by plane on the tier above and so is redundant as well as empty.

- On reflection I do think Inhabitants by continent has a rightful place in the hierarchy - it is just not here so have moved it. It should not be filled up with the name of every person on the continent but is a suitable repository for:
- people with no fixed abode on a continent (very few I'd imagine)
- collating the Nation/Inhabitants subcategories - really useful
