Dragonscarred dead are undead creatures raised by dragons from those that tried and failed to kill them. They keep the agency they had in life, and are infused with the same energy as their creators' breath weapon. Most dragonscarred dead are compelled to obey their creators, except for a few who managed to escape and pursue their own fell goals, usually involving rallying allies to kill their masters.1
