Eelmaw is the largest iku-turso city on Golarion, located deep within the Sintos Trench between the Songil Sea and the Okaiyo Ocean.1

Geography

Eelmaw stretches hundreds of feet deep, its walls darkening from pale blue at the top to obsidian blue at the bottom. Archways carved into the trench lead to the tunnel network where the iku-tursos live. Stone bubbles filled with air, connected by tubes of stone eight feet across in a seemingly organic way, float at staggered depths and serve as prison cells. Their doors, part mechanical and part magical, keep the cells dry and airy even when the doors are opened.1

At the very bottom of Eelmaw is the Shrine of Exaltion, a stone pyramid where high-quality prisoners are brought and painfully transformed into iku-tursos with no memories of their previous lives.1

Government

Hundreds of iku-tursos patrol the prisons at any time, supplemented by giant eels and swarms of electric eels and organised by the defence marshal Fetyny.1

People

Eelmaw is home to more than 9,000 iku-tursos and at least as many prisoners. In times of plenty, the iku-tursos can pack almost ten thousand prisoners within the bubbles. Giant eels, which can reach 20 feet long, roam around the bubbles and hunt those who would dare escape and survive the pressure and lack of oxygen.1
