Fate Watcher is a norn with mythic abilities who resides at the height of the rocky passage Thremyr's Steps in the Tusk Mountains, leading to the Crown of the World. She holds a court of ice trolls and fey. An ice-blue sapphire is embedded in her brow which is from Thremyr's very flesh and grants her mastery of frost magic and dominion over all that tread the ice. This sapphire is called the Jewel of Ice Unending and it cannot be removed from the norn while she is alive.
