Hrugil was the son of King Iobar I, and the second king of a united Iobaria. After his father's death at the Battle of Kridorn, he took charge of the new nation, and spent the remainder of his rule improving Iobaria's fleets, with the intent of wiping out the mercenary pirate fleets that plagued the coasts of the northwestern Castrovin Sea.
