With Gyr of House Gixx missing, Garethal Brighteyes is Acting First Spell Lord per Absalom, City of Lost Omens 26 and particularly 310.

Additionally, no page in ACoLO that mentions Brighteyes or the Arcanamirium mentions anything about the Arcanamirium being part of the First Spell Lord's responsibilities, and all such references refer only to Darchana Madinani. Specifically, ACoLO 11 describes Darchana Madinani as being Archdean of the Arcanamirium by virtue of her title as Second Spell Lord, and ACoLO 26 extends her oversight to "magical education throughout Absalom".
