Cleanup [CONCLUDED]

I understand the desire to get information up on the wiki, but we can not maintain any semblance of quality standards when an article consists of incomplete sentences that take up only a single line. I have added city and navigation templates to this page, as well as a category, stub tag, and a citation tag.
