4280 AR in politics
- The nation that would become Kwanlai is founded by Imperial Lung Wa as a province1 by conquering the tengu nation of Ootoya, killing its council, and razing its capital of the City of Whistling Swords.2 Due to a lack of support provided by Lung Wa officials, however, Kwanlai soon becomes little more than a prison colony for its tengu citizens.12
