City of Whistling Swords

The City of Whistling Swords is the ruined first capital of the pre-Lung Wa nation of Ootoya, the site of which is now the Successor State of Kwanlai in Tian Xia. This lost city is located in the western foothills of Kwanlai and mostly ignored by its tengu inhabitants.

Still, it draws outsiders and adventurers seeking to loot the city's supposedly untouched armouries, a difficult task since the city is infested with rat kings, oni, and other foul spirits, all led by the hateful underworld dragon Mujihi who was exiled to the surface world that he so despises.
