The Court of Regents is the ruling body of the city of Kovlar. It is comprised of ten individuals, the current leader of each of Kovlar's ten guilds. While all ten leaders are considered equal in authority, the leader of the largest guild acts as the Court's speaker and thus calls and leads meetings. The current speaker is Kelda Halrig, leader of the Anvillers' Guild. Whilst conducting official business, each leader wears an identical iron and gold medallion known as a regent's sigil. The Court presides over Regents' Hall, where each guild has its own office and a large chamber that contains a table with ten chairs, each decorated with symbols representing a respective guild.
