Gamblers' Guild is a sanitized term used by officials to refer to the guild responsible for regulating Kovlar's underworld. While some of the guild's members are people who actually make a living wagering in games of chance, the term generally refers to anyone willing to undertake risky enterprises for a living, such as thieves, thrill-seekers, and adventurers. Despite effectively operating as a organized criminal syndicate, the guild maintains legal status both by requiring its members to avoid most violent crimes, e.g., assault and murder, and by assisting the Guild of Arms in the apprehension of any criminals that are found operating outside of the guild's sanctioned activities. Adding further value, the Gamblers' Guild is a continuous source of innovation for the city, providing regular forums aimed at discussing topics like the latest ideas in philosophy and technology, as well as by taking chances on far riskier investments than those other guilds would be willing to fund.1

Though the Gambler's Guild is represented on the Court of Regents by Fortunate Algera Kord, she (and by extension the guild) does not have voting power. This is because the council is known to acknowledge the importance of the guild's function in society, but is reluctant to trust them with decisions concerning the welfare of the city and its residents.1

The guild runs a casino called the Whims of Fortune in the Traveler's Quarter of the city. The central hall of the casino has games provided and managed by the guild, while the other halls allow players to run their own games under the guild's supervision.2
