Elsta Steelwhiskers is the leader of the Steelwhiskers Clan of wererats. After a group of Pathfinders crippled the rival Vaor Family, Elsta led her clan into an alliance with a group of dero who dwell in Magnimar's sewers. This alliance has resulted in the Steelwhiskers becoming the most influential wererat gang in Magnimar's Underbridge district.

Elsta spends much of her time running her clans' illicit operations out of their small warehouse, where she prefers to do business in her human form.
