The capricious Hardluck Massey is the pirate lord of the pirate town of Pex1 located on the Devil's Arches island of the Shackles, at the south end of the perilous Straits of Balthus. He is known for his impulsive punishments against the unfortunates who have annoyed him. He often orders the poor men to be placed in stocks at the center of the town "to await their right deserved deaths," only to be released a few hours later after a change of his mood.2
