Chief K'zaard the Drover is the leader of the Cleft Head tribe in the Hold of Belkzen. Nominally aligned with the Great Chief Grask Uldeth, the Cleft Head recently relocated their winter camps to the hills north of Freedom Town to extort that town's ruling council.1
