Kensai Hikarogawa is the effective lord of the town of Robu on the second largest island of the Ushinawa Isles in the Shackles. He is constantly searching for brave adventurers to rid Robu of Tiktakara, a resident penanggalen who made her lair in the woodlands outside of the town and torments the town's inhabitants and turns its women into subservient manananggals.
