Panewa Oala is the portreeve and overseer of Queen Bes in Besmara's Throne island. He is a former pirate and devotee of Besmara like all the residents of Queen Bes. Panewa Oala was famous as the captain of brigantine Desperation. It is said that Panewa was once chased by the Taldan Navy across the Inner Sea having plundered a month's worth of pay to the Taldan Army.[1]
