Shallistra
Shallistra is the leader of the Tanagaar's Arrows, a mystery cult of Tanagaar that seeks to subvert the government of Nemret Noktoria.1
Associates
Shallistra and several other risen ghouls now lead nearly a hundred cultists from the heart of Nemret Noktoria. Many of her allies have heard their own divine experiences, which have strengthened their conviction that their goal is a worthy one that will uplift fellow ghouls from demon worship and usher in a new age for Nemret Noktoria. Shallistra claims that she will not rest until her goal is achieved, but unknown to her subordinates, her health has been in sharp decline, forcing her to seek a successor soon.1
Background
Formerly a champion of Zevgavizeb, Shallistra's clutch was wiped out and she was transformed by ghouls into one of their kind. She abandoned her faith but maintained her sense of spirituality. On the eve of her thirtieth birthday, which marks the transition from adult to elder in her old clan, Shallistra heard an otherworldly voice that charged her with leading ghouls out of the shadow of death by eradicating the practices of cannibalism and necrophagy. After seeing a lone white owl flying between Nemret Noktoria's lazurite columns and dropping dead with no reason at her feet, Shallistra zealously took up her new cause.1
