Shinonome is the divine herald of Shizuru, a celestial sky dragon that serves her goddess tirelessly and loyally but not blindly.12

Background

During the Age of Dragons in Tian Xia, ten millennia before the arrival of humans on the continent, Shinonome gathered as many imperial dragons as she could to the Solar Zenith Peaks to hear Shizuru's decree. The imperial dragons were to spend the next 10,000 years preparing for humanity, and an additional 10,000 years protecting humanity from a distance, resorting to direct intervention only when a challenge became too great for the mortals.3

The imperial dragons accepted the decree but many grew entitled and, in violation, directly participated in the affairs of humans once they arrived. The violations were initially ignored until Shinonome eventually confronted five particularly troublesome imperial dragons in 250 IC, acting on Shizuru's behalf. The sovereign dragon Aolin and his sworn dragon siblings had overextended and had become rulers of the rapidly expanding empire of Yixing. Shinonome intended the meeting to be a peaceful discussion but Aolin responded by intimidating the herald, and declared that he would only relinquish rulership once humans proved they could become as great as the divine. Shinonome decided not to escalate, despite the blatant offense.4
