Hurricane King
In 4674 AR, the Free Captains of the Shackles banded together as a single pirate fleet. The elected leader of the new fleet takes the title of Hurricane King or Hurricane Queen.12 Since 4712 AR,3 the Hurricane Queen has been Tessa Fairwind, who rules with the support of the Pirate Council.4 Fairwind had been long rumored to succeed her predecessor, Hurricane King Kerdak Bonefist.5
