Mewru

Mewru (pronoucned miu-ROO)¹ is a city-state of outcasts, criminals, and scavengers of the underwater nation of Xidao, located in the Xidao Gulf of eastern Tian Xia.²³ It is located in Western Xidao, the part west of the Aya-Maru trench.⁴
