Luong Phung is a powerful ancient sea dragon revered in the nation of Xidao. For many years she helped the nation grow, mediating conflicts and protecting them from threats, but recently tragedy struck and her only child and heir was killed by poachers, sending her into a spiral of grief and rage. She now roams the area in a furious hurricane, known as Xidao's Tempest, bringing turmoil to the realm she once guarded.

Using her chaos as a rallying point, a small but strong and vocal group of young sea dragons has started creating clusters of whirlpools and typhoons on important trade routes in the Xidao Gulf. These headstrong insurgents seek tribute from passing sailors and a return to the veneration sea dragons once enjoyed within Xidao.
