Monarch emeritus
The monarch emeritus is the title of the ruler of Quain. Ruling from the Vestal Throne in He Ming,1 the monarch emeritus is granted absolute power by the second of the Three Golden Laws2 and is served by the Council of Recanters. As of 7224 IC, the title is held by Nelongso.3
Succession system
Every 12 years, a chosen grandmaster successor is required to journey to the top of the Iron Mountain where they trade their cultivation ability, and therefore their grandmaster status, to the Celestial Dragon for a celestial pearl to grant the power of a wish for 12 years of prosperity for Quain. They then become the new monarch emeritus for the same amount of time. This process is known as the Wish-Cycle and is the most sacred tradition of Quain, protected by the last of the Three Golden Laws.32
History
Quain was once instead ruled by a king, and every 12 years one of his maiden royal daughters would be required to sacrifice their heart and life for the celestial pearl. After a recent Ruby Phoenix Tournament, the recanters discovered that by having a grandmaster sacrifice their cultivation ability, a more potent celestial pearl could be created and a royal maiden would not need to be killed. From there, the revamped Wish-Cycle and the monarch emeritus title was formed.3
