Quain's Council of Recanters is second in governmental authority only to the monarch emeritus, whom it works closely with.1

Recanters

The council's members, the recanters, are former cultivators who are permanently barred from practicing cultivation. Most recanters are retired martial artists who choose to continue shaping Quain, but some are reformed criminals who had their cultivation forcefully taken away. For these criminals, becoming a recanter is a second chance to serve Quain and restore the public's faith.1

Goals

The civil servants of the Council of Recanters seek to prevent the monopolization of cultivation by a single martial sect and, more generally, improve Quain's prospects. Protection of the Wish-Cycle is paramount to both of these goals. The recanters aid the monarch emeritus in matters of border security, trade, national relations, and paperwork.1

History

After a recent Ruby Phoenix Tournament, the recanters made a discovery that improved the Wish-Cycle. Formerly, a royal maiden was sacrificed in exchange for a celestial pearl. The recanters learned that a greater celestial pearl could be created by instead having a grandmaster give up their cultivation, becoming the monarch emeritus.

However, the discovery that royal maidens were being needlessly sacrificed shook the public's faith in the institutions of Quain. The Council of Recanters understands that this puts Quain in a fragile state, and the recanters are working to keep relations agreeable with Quain's rivalrous neighbors of Lingshen and Po Li.2
