Class level

Gyaltho Tulku is deemed a cleric of Tsukiyo 14 and a cleric of Tsukiyo 20 in two same-tier sources. Thus, the conflict is unresolved but Occult Realms is the more modern source, so is favoured for now until a clarification is found.
