Tricky. Mordant Spire refers to the whole island as well as the elven settlement on the island. The settlement itself hasn't been detailed (AFAIK), so it's probably easier to not include a settlement infobox until we have more info on it. I think, after having read the article in City in the Deep referenced above, the Mordant Spire classes as a city state. It rules itself with no interference from elsewhere. Thus, for us, like Absalom, it is both a settlement and a nation. I'll amend accordingly. -Fleanetha (talk) 22:24, 17 March 2018 (UTC)
