Circle of Despair

Is there any indication that this 'Circle of Despair' is a formal organisation, or just a particularly colourful description of the Whispering Way's activities on a particular area? The article describes Takakazu as working alone (certainly, among the equivalent descriptions within the article, only the Keepers of Silence are an actual organisation, not 'Frozen Fury', 'Hidden by Masks', etc). - HTD (talk) 23:23, 14 May 2019 (UTC)

I'm comfortable with 'Below are some noteworthy examples of various Whispering Way cells operating throughout Golarion.' We could add Cat:WW/Cells to be even clearer but a cell as a sub-org is ok to start and all of them will be consistently categorised this way. --Fleanetha (talk) 09:40, 15 May 2019 (UTC)
