Magistrate Tillus Padgett lives in Thrushmoor, the county seat of Versex in Ustalav. There he plots to overthrow the county's recluse ruler, Count Haserton Lowls, by sparking a Palatine-style rebellion and then making himself the leader of the county. He uses rumour as a weapon to discredit the Count, citing madness and worship of dark entities at Iris Hill. However, Padgett is now haunted by the Count's assistants who always seem to be one step ahead of him.[1]
