Bezelasus the Looming Thunder is a blue dragon indebted to the fiend Tegresin.1
Background
In 4640 AR Bezelasus seized Tegresin's Devouring Well and used it, and became imprisoned by the Well in the demiplanar Prison of the Laughing Fiend. In an agreement made between the dragon and the Well's creator Tegresin that grants the dragon his freedom, Bezelasus began leasing the Well to others through intermediaries, none of whom know that the Well's true nature is to trap others at its own whim in Tegresin's prison demiplane.1
