Fools' Citadels

The pyrite-gilded fortress-courts scattered across Avernus are called Fools' Citadels. Once the newly arrived souls have been captured and brought to one of these citadels, the devils within brand each soul with the mark of ownership of one of the lords of Hell and send them to their new master.[1]
