Heaven's Shore

Heaven's Shore (also known colloquially as "Heathen Shore") is the international trade district located on Heaven's first tier of the Threshold. Visitors of peaceful intent who lack a personal invitation to anywhere else on the plane may interact here with Heaven's inhabitants.²³
