Jolis Raffles is a pirate lord who rules Bag Island in the Shackles. He is captain of the galley Chains of Freedom.
Raffles was once a galley slave, and he attacks only the slave ships of Cheliax. He offers the slaves of the ships he captures the chance to settle on Bag Island. It is rumoured that he funds his operations by selling those slaves who turn down his offer.1
