Kerse Accord details

Several sources variously refer to the Kerse Accord, with some sources placing the signing of the accord in Highhelm's Council Building (Castles of the Inner Sea 35), granting Kalistocrats control over specific mineral resources (Campaign Setting 72), referring to the Kalistocrats' role as "calm mediators" invited by the dwarven leaders to resolve the conflicts (Campaign Setting 72, Dwarves of Golarion 8, Inner Sea Races 66–67), or referring to Druma as already existing as a human nation prior to the signing of the Kerse Accord (Guide to Darkmoon Vale 45).

Druma, Profit and Prophecy 9—the most recent, specific, and detailed canon source for the Kerse Accord—establishes the Promise of Kalistrade as financing warring factions of the Five Kings Wars through debt, then calling in those debts at a summit in Kerse with the military backing of unified militas and the Mercenary League. The summit ended with the signing of the Kerse Accords, in which the dwarves ceded Druma's independence in exchange for much of the debt being forgiven.

The Druma, Profit and Prophecy account is reinforced by Highhelm 14, which describes the Prophets' scheme to finance the wars, then call a summit in Kerse to collect the debts.
