Dragon King

The Dragon Kings have ruled the Empire of Dragons, Xa Hoi, since 513 IC,1 although how they came to rule this mostly human nation is one of Tian Xia's great mysteries. The first Dragon King was Pham Toan Rong, though how he earned this title has been forgotten over the millennia. An unbroken line of rulers links the current and thirteenth Dragon King, His Supreme Draconic Majesty Pham Duc Quan, to his ancient liege Pham Toan Rong. Dragon Kings take on a human form to attend to their duties.23
