Lictor's Keep

The Lictor's Keep of Citadel Vraid, known also as the Keep of Tyranny, is a two-story building in the center of Bastion Dominus, one of the three castles of the Hellknight Order of the Nail's citadel. Its ground floor serves as the Hall of Edicts, a large court used for tribunals and formal functions.1
History
Lictor's Keep was the scene of a gruesome discovery on the morning after Citadel Vraid's inaugural ceremony when the bruised body of Lictor Voltarios the Scourge was found skewered on its spire.2
