Reeds
The Reeds is an unofficial city district of Kasai, the capital of Minkai, situated across the Hebigawa River from the main metropolis of Kasai itself. The Reeds is the slum quarter of the metropolis: a large shanty town containing most of the city's hinin people. It is a district run by the local yakuza crime syndicate, the Hitsugi Gumi, led by Eguchi Zoisaito.12
