Tsunan is the head of the Temple of Woe, a temple of Yaezhing in Kasai, capital of Minkai. He has asked the Jade Regent for permission to seize the Temple of the Sun Blade, which is dedicated to Shizuru, for the worship of Yaezhing, claiming that Shizuru has abandoned Kasai and only Yaezhing's clergy, not hers, can protect order in the city.[1]
