In Pathfinder First Edition (The Inner Sea World Guide pg. 293), a dose of black powder costs 10 gold pieces, powder horns contained 10 doses, and kegs contained 100 doses. In Pathfinder Second Edition (Guns & Gears pg. 169), a dose costs 1 copper piece, powder horns contain 500 doses, and kegs contain 5,000 doses.

Introduction to Vudra

Guns & Gears internally conflicts on when and how Vudra acquired the formula for black powder from nations in Tian Xia.

Guns & Gears 147 asserts that Lung Wa had a monopoly on black powder technology and acquiesced to Vudran requests by gifting black powder and a weakened formula. It also asserts that black powder made from this formula was used in trade with Garund/Dongun Hold.

Guns & Gears 222–223 asserts that Vudra had traded for black powder during the times of Yixing, though largely unsuccessfully due to moisture and volatility. It also asserts that after the Shu empire's establishment, it gifted Vudran kingdoms formulas for a weakened form of black powder and inferior firework designs, and that Vudran black powder was derived from these Shu-gifted formulas.

Assuming no conflict, reconciling these two statements means Vudra would have been gifted inferior black powder formulas twice in about 1,000 years' time. Vudra would also have continued passionately petitioning Lung Wa to trade in black powder after a millennium of developing their own black powder technology from Shu's gift. While theoretically possible, it's very very weird, and the text doesn't acknowledge this.
